Female's toilet in Penang International Airport (Part 3 - Last Part)

This is the toilet inside the departing hall…

I visit Penang all the time. And many other cities in Malaysia. If you want a clean toilet head for the closest 3 star and up hotel. It's simple, hotels that cater to tourists make sure the toilets are clean. I hate to say this but Malaysians are not the most tidy people in the world when it comes to putting tissue in toilet bins. Maybe they need to get their eyesight checked? And how can anyone not notice the litter in Malaysia anywhere you go. I guess parents don't teach their children to put trash in bins. That is if municipal authorities care enough to place bins for people to use. The problem with this theory is if you pit a bin for people, you have to empty it! That might require someone to actually do it. Again, it's a Malaysian problem. If you think I'm being to hard on the negligent lazy Malaysians, think again. Prove me wrong people!
Oh, and could someone tell me why toilet paper, hand soap and paper towels are not a REQUIREMENT in all Malaysian toilets? Maybe Petronas can funnel some money into that area instead of sponsering F-1 teams!
